A flagship program within the portfolio is the reactivation of 1,500 kilometers of railway infrastructure between 2026 and 2040, intended to strengthen logistical connectivity across regions. Complementing this, the “Vías para la Paz” strategy aims to enhance road corridors to foster regional development. The government also prioritizes environmental sustainability through the National Public Transport Electrification Program, promoting zero-emission mobility in targeted cities, and “Colombia Solar,” which seeks to expand renewable energy access and accelerate the energy transition.
In connectivity, initiatives focus on extending fiber optic networks into key strategic regions to improve digital infrastructure. Water supply and sanitation projects also figure prominently to enhance living conditions in prioritized territories.
Colombia is structuring these projects primarily under Public-Private Partnership (PPP) models that either exclude public funds or include state contributions capped at 30%, ensuring fiscal sustainability and clear regulatory frameworks. The approach is aligned with President Gustavo Petro’s policy to diversify trade and investment partners beyond traditional alliances, boosting economic activity with a focus on regional welfare. The DNP’s coordination role is critical in validating the technical, financial, and institutional viability of projects to attract Chinese industrial capacity and investment on a long-term horizon.
