Key projects include the $115 million Cajamarca Wastewater Treatment Plant designed to improve environmental sanitation near the frontier. In Loreto, $205 million is allocated to developing port terminals at Saramiriza and Iquitos, facilitating riverine connectivity and trade. Transportation infrastructure will be reinforced through the $179 million Empalme 1B-Huancabamba highway in Piura, critical for improving mobility and commercial exchange. An electrical investment involves the $231 million “Grupo 3” transmission package under the national Transmission Plan, also in Piura.
Currently, Peru manages 5,147 public investment projects across border departments—Tumbes, Piura, Cajamarca, Loreto, and Amazonas—amounting to over S/30.8 billion (~$8.3 billion), with 28% financial execution and 76% physical progress, reflecting accelerated regional development spending. Among ongoing initiatives, the 500 kV Transmission Line connecting the Piura Nueva Substation to the border stands out. This infrastructure will strengthen the Peru-Ecuador power grid linkage, enhancing supply security for more than 1.1 million northern residents by providing resilience against adverse events and enabling competitive energy trade.
Looking ahead to 2027–2028, Peru plans additional investments up to $393 million, focusing on potable water and sanitation projects in San Ignacio (Cajamarca), Tumbes, and Loreto. The National Infrastructure Plan 2022–2025 further prioritizes five border projects valued at S/1.49 billion, underscoring a commitment to economic, logistic, and social integration.
Moreover, Peru advances construction of two new Binational Border Attention Centers (CEBAF) on the Sullana–Arenillas (Piura) and Loja–Saramiriza (Cajamarca) corridors, aiming to modernize migration, customs, and health controls. These measures are expected to facilitate cross-border commerce and secure transit. The comprehensive investment strategy signals Peru’s dedication to strengthening bilateral integration, boosting regional development, and improving living standards in northern frontier zones.
