The joint declaration commits both nations to facilitating investment frameworks, trade mechanisms, connectivity projects, and services that enable greater business cooperation. The governments agreed to pursue long-term strategic planning oriented toward job creation, regional competitiveness, and expanded economic opportunities. Foreign Minister Fernando Aramayo confirmed the agreements address economic cooperation, environmental issues, and security along the extensive shared border.
Infrastructure priorities include binational coordination to attract long-term investment for transport system integration, particularly the Bioceanic Railway Integration Corridor. The countries pledged efforts to update bilateral legal frameworks governing air services. Ongoing studies examine construction of an international bridge over the Mamoré River connecting Guayaramerín, Bolivia, and Guajará-Mirim, Brazil. Both governments affirmed the Paraguay-Paraná Waterway as a strategic axis for deepening regional integration and trade expansion. They agreed to continue evaluating the Ichilo-Mamoré-Madeira Waterway’s potential for improving fluvial connectivity to Atlantic overseas markets through the Amazon basin.
Energy integration represents a core pillar, with commitments to optimize gas interconnections, implement electrical interconnections, and cooperate on renewable energy and sustainable fuels for a just energy transition. The presidents expressed concern about market disruptions from military activities in the Middle East affecting energy markets beyond humanitarian and international law violations. Water resource management emerged as a priority, with both leaders recognizing the need for sustainable management of shared transboundary basins. The meetings followed January discussions in Panama where the leaders agreed to strengthen bilateral engagement based on mutual trust and pragmatic cooperation.
