Commercial and industrial low-voltage consumers gain market access within 24 months of the law’s publication, while residential consumers receive access rights within 36 months. Data from the 2025 Statistical Yearbook of Electrical Energy produced by the Energy Research Company shows Brazil had over 94 million consumer units in December 2024, with approximately 82.9 million classified as residential.
Envol director Alexandre Viana emphasized that smart meters function as fundamental infrastructure for energy transition, enabling proper valuation of electricity throughout the day and preventing distortions in consumption patterns and remuneration structures. Gustavo Franceschini, partner and director of market studies at Envol, noted current smart meter penetration in Brazil sits between five and six percent, significantly below international benchmarks. Viana advocates for public policies incentivizing domestic manufacturing of smart meters to reduce costs and strengthen Brazil’s industrial sector, specifically calling for debate around industrial policy for electronic meters to decrease import dependency. ZIV, operating through parent company Alfanar, has delivered 550,000 smart meters to Saudi Electricity Company and maintains leadership positions in Spain’s intelligent grid solutions market, demonstrating established supply chain capacity for large-scale deployments.
