The project comprises two main transmission segments: a 206.97-kilometer double-circuit line from Chorrillos to Pasaje, and a 77.88-kilometer double-circuit extension from Pasaje to the frontier, both operating at 500 kilovolts. A new Pasaje substation rated at 500/230 kV with 600 MVA transformation capacity forms part of the scope. These specifications match the technical requirements for supporting projected electricity exchange volumes between the two countries.
Investment totals USD 277.7 million, with funding structured across Celec, the Inter-American Development Bank and the European Investment Bank. The ministry announcement provided no breakdown of individual contributions from each financing source, nor did it specify a construction start date beyond indicating commencement during 2026. Projected commercial operation in 2029 establishes a roughly three-year implementation window.
Ecuador’s electricity system experienced severe stress in 2024 when prolonged drought reduced hydroelectric generation, forcing rotating blackouts nationwide. The September 2024 peak saw suspensions extending to 14 hours as river flows feeding hydroelectric plants fell below operational thresholds. The Peru interconnection represents one element of Ecuador’s strategy to diversify supply options and reduce dependence on weather-sensitive hydropower resources.
The current Ecuador-Peru interconnection capacity stands at 80 MW. The new 500 kV infrastructure will increase bilateral exchange capability to 680 MW, providing Ecuador with import options during deficit scenarios and potential export revenue when surplus generation exists. The transmission system strengthens regional energy integration while supporting industrial growth and electricity demand increases projected by Ecuadorian energy planners through the end of the decade.
