The Locumba solar project achieved regulatory progress during 2025 by obtaining approval for its Environmental Impact Declaration and Pre-Operational Study. However, the Ministry of Energy and Mines in March 2026 rejected the company’s application for a definitive generation concession, which represents an essential requirement for project execution. Despite this setback, Grenergy is proceeding with transmission infrastructure permits associated with the plant.
The approved Environmental Impact Declaration estimates investment for the Locumba solar facility at $119 million. GR Liblanca anticipates a 24-month construction period, with operations and maintenance planned for a 30-year lifespan. The strategic approach of securing transmission permits while the generation concession remains unresolved suggests Grenergy aims to minimize delays once final project authorization is obtained.
Grenergy’s expansion in southern Peru extends beyond Tacna. In late 2025, the company received authorization to conduct feasibility studies for the Macarena solar photovoltaic plant in the Ica region. The dual-track development approach across multiple southern regions positions the Spanish developer to capitalize on Peru’s growing renewable energy market, even as individual projects navigate complex permitting processes. The transmission infrastructure application indicates Grenergy views the generation concession rejection as a temporary obstacle rather than a terminal barrier to the Locumba project.
