A separate concession granted to RDS Solar under Resolution 082-2026-MINEM/DM authorizes construction and operation of the 323 MW AC Ruta del Sol solar plant in Moquegua region. The facility will deploy 739,872 monocrystalline modules of 545 W each on single-axis tracking structures across approximately 930 hectares, with a peak DC capacity of 404 MWp. The design incorporates 72 central inverters connected to a 33 kV medium-voltage system and anticipates annual generation of approximately 1,020 GWh. Grid integration will occur via a 500/33 kV step-up substation and a 17.55-kilometer 500 kV transmission line to the Tambo sectioning substation. Investment is estimated at 318 million dollars. The environmental filing was initially submitted by Enel Green Power Peru. Actis acquired Enel’s Peruvian generation assets in 2024 and subsequently established Orygen to manage the portfolio, which includes Ruta del Sol.
According to the Ministry’s General Directorate for Energy Efficiency, the 13-project pipeline totaling 2,402 MW represents approximately 1.806 billion dollars in projected investment. Arequipa accounts for nine projects summing 1,816 MW, including the 396 MW Illa plant and the 309 MW Sunny Phase 2 facility. Moquegua hosts two projects totaling 322 MW, while Ica advances distributed and utility-scale initiatives. The 130 MW Kuarachi solar plant in Loreto extends renewable deployment into the Amazon basin. Current installed solar capacity stands at 1,088 MW; the ministry projects total capacity could reach 3,490 MW by 2028, effectively tripling the existing base.
