The ByteDance data center represents an estimated investment of approximately 200 billion reales, equivalent to nearly 40 billion dollars, making it the most ambitious digital infrastructure project currently under development in Brazil and among the largest in Latin America. The first phase contemplates 200 MW capacity with energy consumption approaching 300 MW, comparable to hyperscale campuses in the United States and Europe. Full operational capacity is targeted for 2027, with the project expected to generate around 4,000 direct and indirect jobs in construction, maintenance, technology services and logistics.
Ceará has pursued a deliberate strategy to attract technology investments by leveraging abundant renewable energy resources, international connectivity through submarine cable access, and fiscal incentives tied to the industrial and port zone. The location at Pecém Port Complex provides strategic proximity to submarine cable routes connecting South America with Europe and Africa, reducing latency for data transmission. President Luiz Inácio Lula da Silva characterized the initiative as extraordinary for the country’s technological development and digital infrastructure advancement.

Across multiple markets, the company has accelerated investments in local data centers amid mounting regulatory pressures on information storage and processing. Latin America has emerged as increasingly strategic territory for global digital infrastructure expansion driven by artificial intelligence demand, streaming video and large-scale digital platforms. However, the initiative has generated social concerns, particularly from indigenous communities alleging authorization proceeded without prior consultation or informed consent, violating international agreements. Groups have also raised concerns about intensive water use for cooling, though project proponents assert deployment of recirculation systems and clean energy throughout operations.
