The green hydrogen sector represents the country’s principal long-term strategic bet. Uruguay possesses combined wind and solar resources capable of achieving production costs between $1.2 and $1.4 per kilogram by 2030, positioning competitively against established leaders Chile and Australia. Additional advantages include water availability, biogenic CO2 sources for synthetic fuel production, developed logistics infrastructure, and formal government commitment materialized through national strategy frameworks and pilot project funding.
HIF Global leads project implementation with investment exceeding $5.3 billion for electrolysis capacity and e-fuel production in Paysandú department. The facility design includes four consecutive modules of 280 MW electrolysis capacity each, alongside solar and wind parks, hydrogen plants, CO2 capture systems, methanol production and synthetic fuel manufacturing. First-phase annual exports are projected at $253 million starting 2029, scaling beyond $1 billion when all modules achieve operational status, targeting European and Asian markets. The project received Environmental Localization Viability approval in late 2025, enabling progression toward Environmental Prior Authorization and Environmental Impact Assessment stages. Construction phase employment reaches 1,400 positions, with 300 permanent operational jobs anticipated.
Electric mobility demonstrates exponential demand growth, with market share increasing from 4% in 2023 to 23% in the first eight months of 2025. Government policy eliminates import tariffs and internal specific taxes for electric vehicles, while corporate fleets access Investment Promotion Law benefits and 50% patent tax reductions. Uruguay offers zero-tariff access to Argentine and Brazilian markets for assembled vehicles, flexible origin requirements of 25% regional content in year one, duty-free import of assembly kits, and 10% FOB value rebates. The Tambor Green Hydrogen Hub project validates investor confidence in the local ecosystem alongside HIF Global’s mega-investment.
