Blacud stated YPFB will not commercialize any fuel failing to meet technical specifications, working in coordination with the National Hydrocarbon Agency and the Ministry of Hydrocarbons. The quality control regime represents an adaptation period following problems months earlier when fuel not meeting required standards entered distribution networks. Laboratory results from samples taken at the Palmasola plant storage tanks and random service stations in May confirmed fuel met specifications, according to documentation delivered to mototaxi federations in Santa Cruz.
The distribution constraints manifest in extended queues at service stations across multiple departments. Santa Cruz public transport operators reported functioning at 50 percent capacity while the Heavy Cargo Transport Chamber indicated 70 percent of affiliated trucks remained stalled at fuel stations awaiting diesel. YPFB announced additional fuel nominations to increase volumes sent to service stations and reduce queuing times.
The company maintains fuel transport through multiple channels including tanker trucks, rail wagons and barges to distribute product nationally. Blacud acknowledged cistern transport companies as allied sector partners and confirmed dialogue channels remain open to address their operational requirements. The Bolivian Drivers Confederation issued a 48-hour ultimatum demanding government officials provide transparent explanations for the supply crisis and actionable solutions, threatening social protests despite the state of emergency in effect through September 20.
Santa Cruz distribution showed signs of recovery with over 5 million liters of gasoline reaching service stations, though diesel supply stabilization continues facing complications from road blockades disrupting timely tanker access to storage facilities. The structural supply challenges stem from declining domestic production, import dependency and persistent dollar shortages limiting fuel purchase capacity since 2023.
