The shifting landscape has introduced two critical variables beyond price and emissions: economic competitiveness and supply security. Vaca Muerta holds the world’s second-largest shale gas reserves and fourth-largest shale oil resources, with competitive emission levels and geographic proximity to Northern Hemisphere markets. Baztarrica estimated the formation could generate $30 billion in annual exports and create 200,000 stable jobs if development reaches full scale. Achieving that target requires doubling drilling activity, expanding processing capacity, constructing additional pipeline and port infrastructure, and strengthening industrial supply chains and workforce development.
International interest is materializing through concrete initiatives. The Argentine-Texan Chamber of Commerce and the Atlantic Council are bringing approximately 30 Texas-based energy companies to Neuquén from October 18-24 for the Patagonia Oil & Gas 2026 conference. The delegation includes representatives from banking, private equity, operators, service providers, and midstream firms, with targeted discussions on financing, technology transfer, and joint ventures. More than 150 Argentine and international companies are expected to participate in business matchmaking sessions scheduled for October 21 at Neuquén’s Science and Technology Park.
Continental Resources, led by U.S. shale pioneer Harold Hamm, is positioned to compete for blocks in Neuquén’s August 19 auction covering 15 exploration areas. The company entered Argentina in 2025 through an acquisition from Pluspetrol and expanded in January 2026 by purchasing stakes in blocks operated by Pan American Energy Group. Chevron recently applied to develop additional Vaca Muerta acreage under Argentina’s RIGI incentive regime, which offers qualifying projects a 30-year fiscal and regulatory stability guarantee, reduced corporate tax rates, accelerated depreciation, and duty-free capital goods imports.
The 2026 Argentina Week in Paris generated $27 billion in project announcements, with energy and mining dominating commitments. Pluspetrol and Gas y Petróleo del Neuquén secured RIGI approval for a $12.4 billion investment in the Bajo del Choique-La Invernada block, targeting production above 100,000 barrels daily. TotalEnergies confirmed favorable technical evaluations for the San Roque area, maintaining a potential $5 billion investment for unconventional oil development, and ratified $1.5 billion for the offshore Alberdi gas project in Tierra del Fuego.
