Brazil Sets December Battery Storage Auctions with Local Content Requirements and Regional Incentives

Brazil’s Ministry of Mines and Energy published regulations for the country’s first battery storage auctions, dividing procurement into two separate events scheduled for December 2 and December 4, 2026. The first auction will exclusively accept projects meeting national content requirements under BNDES credentialing criteria, while the second remains open to all battery storage systems regardless of manufacturing origin. The ministry will determine total contracted capacity based on studies from the Energy Research Company (EPE) and the National Electric System Operator (ONS), following National Energy Policy Council guidelines.

The auction structure prioritizes the domestic content round in meeting system needs, subject to verified national production capacity. Projects must deliver minimum 30 MW availability, sustain continuous operation for at least four hours, achieve 85 percent round-trip efficiency, complete full recharge within six hours, and meet ONS technical connection standards. Registration with EPE opens June 15, 2026 and closes July 31, 2026, with environmental licensing exempted from initial technical qualification to accelerate project enrollment.

The government established location-based competitiveness mechanisms favoring installations in Alagoas, Bahia, Ceará, Minas Gerais, Paraíba, Pernambuco, Piauí, and Rio Grande do Norte. EPE methodology identified these states as priority locations where battery placement delivers maximum value through transmission constraint reduction, critical area load relief, and improved system reliability. The regional bonuses create pricing advantages for northeastern and Minas Gerais projects competing against systems proposed for other locations.

Contracts will span 15 years beginning August 1, 2028, structured as capacity reserve agreements paying fixed annual revenues in monthly installments for guaranteed power availability. Battery systems must respond to ONS dispatch commands for both scheduled daily cycling and real-time charging and discharging operations. The framework positions storage to absorb renewable generation surpluses and discharge during peak demand periods, functioning as operational insurance against climate-driven emergencies and supply-demand imbalances.

Minister Alexandre Silveira emphasized the auction’s dual purpose of enhancing system stability while stimulating domestic equipment production for energy transition. The requirement structure separates markets for nationally-manufactured systems from imported technology, potentially creating price discovery across distinct supply chains. Market observers note the domestic content preference faces execution risk if local manufacturing capacity proves insufficient or uncompetitive against international battery suppliers entering the open December 4 auction.
