The licensing process involved rigorous technical and environmental assessments by ANLA, including evaluation of biótico, physical, and social impacts to ensure protection of sensitive environmental areas such as water resources and ecologically significant zones. Specific management obligations were imposed to conserve biodiversity and monitor local fauna and flora across project phases, integrating community participation and social engagement to address local concerns and accommodate stakeholder contributions.
This project benefits from Colombia’s recently introduced Licencia Ambiental Solar (LASolar), a regulatory mechanism for solar installations between 10 MW and 100 MW designed to reduce permitting times by up to 70%. LASolar enhances procedural efficiency through predefined deadlines, improved data transparency, and mandatory social management strategies that foster local governance and energy community development, supporting the broader governmental 6GW Plus strategy to infuse six gigawatts of renewables into the national grid.
ANLA leadership emphasized the importance of this license as a compliance milestone for Colombia’s climate commitments under its National Determined Contribution and the Plan Nacional de Desarrollo 2022–2026, reinforcing a just energy transition that balances rapid renewable expansion with environmental and social safeguards. The project will contribute to increasing Colombia’s share of clean energy beyond the current 11.2%, demonstrating tangible progress in diversifying the country’s energy matrix with resilience and sustainability in focus.
