Current feasibility work will assess raw material availability, renewable electricity supply infrastructure, plant configuration, logistics chains, and potential export routes. Fernando Schaich, director and founder of SEG Ingeniería, indicated studies will focus on securing biogenic CO2 and water supply, as well as offtake contracting in international green methanol and sustainable aviation fuel markets. No breakdown has been disclosed for the wind and solar capacity split required to power the electrolyzer.
Alexander Kaiser, project lead at eab New Energy, stated the company will apply over three decades of renewable energy project experience to hydrogen and methanol production. SEG Ingeniería reports participation in energy projects totaling more than 280 MW of wind and solar capacity awarded in Uruguay and Argentina over 30 years of operation. The two firms previously collaborated on what SEG describes as Uruguay’s largest private wind farm.
GIZ’s role through H2Uppp centers on providing technical, economic, and regulatory intelligence to de-risk early project stages and enable informed investment decisions. The program aims to accelerate private sector participation in hydrogen project development and market formation in Global South countries. Javier Ortiz de Zúñiga, director of GIZ’s Southern Cone energy portfolio, described the initiative as a concrete step to position Argentina in the growing global e-fuels value chain. GIZ has been active in Argentina’s hydrogen sector since 2024, when it began cooperating with New Energy Argentina on green hydrogen and ammonia projects.
The Villa María project confronts familiar challenges facing hydrogen developments across Argentina and the region: closing the cost gap with fossil fuels and securing long-term offtake agreements. A firm purchase contract with a creditworthy buyer would significantly improve prospects for obtaining project finance. The feasibility phase will conclude in first quarter 2027, providing a basis for subsequent investment decisions.
