A cornerstone of the program is the construction of the Emboscada 500/220 kV substation and its associated transmission lines, designed to interconnect the metropolitan and central systems, which together serve over two-thirds of national electricity demand. Technical forecasts estimate that by 2030, these improvements will enhance reliable service access for nearly 2.7 million people, about 764,000 families. The modernized infrastructure aims to reduce outages and transmission losses, increasing operational efficiency within the System Interconnected National (SIN), especially in Asunción’s metropolitan area.
The initiative also includes deployment of an integrated commercial management system to streamline ANDE’s operations and customer service, alongside personnel training and institutional capacity building. The program supports Paraguay’s evolving industrialization, facilitating future integration of renewable energy assets. This project dovetails with a recently approved $260 million IDB loan targeting sustainable and reliable grid expansion aligned with Paraguay’s National Development Plan 2030 and the Bank’s Vision 2025 strategy emphasizing digitalization, climate action, and gender inclusion.
This financing advances Paraguay’s infrastructure agenda amid a broader portfolio exceeding $1.35 billion in external loans focused on energy, transport, water, and competitiveness. Notably, related projects include hydroelectric modernization and rural connectivity, reinforcing Paraguay’s strategy to promote inclusive economic growth through resilient and efficient utility services.
