The initiative took a major step forward in September 2025 with the signing of a memorandum of understanding between Paraguay’s National Electricity Administration (ANDE) and X8 Cloud. Supported by 100% North American capital and backed by the U.S. Trade and Development Agency (USTDA), the project is designed to capitalize on Paraguay’s surplus renewable energy and favorable regulatory environment. Commercial operations are slated to begin in early 2026 with an initial computing capacity of 50 megawatts (MW), expanding rapidly to 500 MW by 2027.
The center will operate exclusively on clean hydroelectric power, positioning Paraguay as a sustainable and cost-efficient alternative for AI data processing and cloud services in the region. The energy-intensive nature of AI computing demands reliable access to high-voltage electricity, and Paraguay’s infrastructure—including proximity to a 500 kV transmission line and policies encouraging electro-intensive industries—makes it an attractive destination for such investment.
X8 Cloud’s CEO, Juan Carlos Dueñas, articulated the company’s vision of “reinventing data center operations” through sustainability and economic accessibility. By offering AI infrastructure under U.S. jurisdiction while adhering to Brazilian data protection regulations, the platform will enable Brazilian and regional companies to maintain sovereignty over their data and reduce costs by up to 70% on AI training and inferencing workloads. This unique hybrid governance framework aims to marry transparent, U.S.-style oversight with local legal protections, enhancing trust and compliance for users in Latin America.
This technological leap aligns with Paraguay’s broader strategy to monetize its abundant renewable resources, especially as long-term energy export agreements with Brazil expire. ANDE officials have highlighted that attracting infrastructure-intensive projects like X8 Cloud’s data center is crucial for boosting national revenues, which will be reinvested into infrastructure development and expansion plans. The government also looks to stimulate private investment in electricity generation alongside these ventures.
The timing dovetails with Paraguay’s growing reputation as a regional center for data processing and digital innovation. Besides X8 Cloud’s initiative, other international firms such as Canada’s Hive Digital Technologies are expanding their operations within the country, further strengthening Paraguay’s foothold in the AI and cryptocurrency sectors. The expected influx of around USD 8 billion in capital from X8 Cloud and partners underscores the country’s rising prominence in high-tech infrastructure development.
The arrival of this major AI data center will bring numerous economic benefits, including the creation of highly qualified jobs, increased foreign direct investment, and the strengthening of Paraguay’s technological ecosystem. It also solidifies the strategic alliance between Paraguay and the United States in fostering cutting-edge digital infrastructure in Latin America.
As the project moves into its technical evaluation and preparatory phases, U.S. engineers and stakeholders plan to visit Paraguay in December 2025 to assess electrical supply requirements, network capabilities, and regulatory conditions. The endeavor promises to kickstart a transformative era for Paraguay’s digital economy and signals Latin America’s deepening integration into the global AI landscape.
