CADE’s governing body formalized the appointment in late 2025 during a meeting involving top executives from leading companies in Argentina’s energy chain, including exploration, production, refining, and commercialization of hydrocarbons. Cavallari will oversee the institution throughout the next two years, guiding the chamber as Argentina intensifies efforts to bolster its energy industry.
Alongside Cavallari, the executive board features Sergio Mengoni of Total Austral as first vice president, and Marcos Bulgheroni from Pan American Energy as second vice president. Julián Escuder of Pluspetrol assumes the role of treasurer, with Germán Burmeister of Shell Argentina serving as secretary. The full roster of titular board members also includes Martin Rueda of Harbour, Hugo Eurnekian from Compañía General de Combustibles (CGC), Martín Urdapilleta representing Trafigura Argentina, Pablo Arnaude of DAPSA, and Pablo Bizzotto of Phenix.
Established in 2017, CADE gathers presidents and CEOs from key players in Argentina’s hydrocarbon and fuel sectors, such as CGC, Pan American Energy, Raízen, Trafigura, Pluspetrol, Phenix, Shell, Total Austral, Harbour, and DAPSA. The organization functions as a high-level technical forum and a strong representation channel for the energy industry’s strategic interests, frequently engaging with government entities and regulatory bodies in dialogue, planning, and policy development.
In recent years, CADE has played an instrumental role advocating for sustainable sector growth by promoting legal certainty, boosting productive competitiveness, expanding infrastructure, and attracting investment. It has notably supported flagship projects in Vaca Muerta—Argentina’s vast unconventional hydrocarbon resource—and championed enhancements in transport capacities for both gas and oil.
