The transmission system emerges as the strategic bottleneck requiring expansion between 180,000 and 390,000 kilometers of lines, potentially tripling the current National Interconnected System dimensions. Transformation capacity must grow between 330 GVA and 800 GVA, raising total installed SIN capacity to 1.7 to 2.7 times 2025 levels. Beyond physical expansion, the plan flags requirements for new transmission technologies and storage solutions to manage reliability, resilience and controllability as variable wind and solar generation increases. The R$600 billion transmission allocation represents roughly 30 percent of the R$2 trillion projected investment total through 2055.
Energy efficiency measures could avoid more than 25 percent of final consumption projected for 2055, while biofuel production may expand fivefold over the period. Natural gas retains strategic participation providing backup, security and flexibility to balance massive renewable deployment, according to the planning framework.
The electricity demand surge stems from economic activity expansion and new electricity applications. Energy Minister Alexandre Silveira has advocated natural gas deployment for data center expansion, citing United States development of 6.5 gigawatts of gas-fired capacity for data infrastructure. The minister emphasized regulatory frameworks including the Redata special taxation regime position Brazil to attract data center investment critical for artificial intelligence competitiveness.
The September 28, 2026 ministerial order also establishes a 2027-2029 auction calendar potentially including pumped-storage hydroelectric facilities, electrochemical batteries and thermal plants fueled by biomethane, biogas, biofuels and waste for capacity reserve contracting starting second-half 2027.
