The initiative brings together the capabilities of Chile’s Energy Ministry, the Sustainability Energy Agency (AgenciaSE), and other national and regional public entities to coordinate project development. The collaboration emerged from the June 2026 inauguration of Elena, Grenergy’s hybrid plant in Antofagasta, which the company describes as the largest energy storage project in the Americas. President José Antonio Kast attended that event, where officials emphasized the need for Chile’s energy storage leadership to translate into tangible community benefits.
Rincón characterized the agreement as a first step toward delivering concrete solutions to citizens, noting it represents the government’s initial project jointly developed with the Sustainability Agency and a private company. The minister stressed the initiative goes beyond regulatory advances to address real problems facing people. Ruiz de Andrés said the project reflects Grenergy’s commitment to an energy transition with positive social impact, arguing that public-private collaboration with common objectives can achieve greater reach.
Chile represents Grenergy’s primary Latin American market and a strategic investment destination. The company has invested approximately $2.8 billion in Chile over the past 13 years and projects total investment will reach $5 billion by 2028. Through its Oasis de Atacama and Oasis Central hybridization platforms, Grenergy operates 3.6 GW of solar capacity and 19.2 GWh of storage in Chile. The company has connected more solar plants than any other developer in Chile and leads the country’s energy storage sector. Grenergy is developing what it describes as one of the world’s largest energy infrastructure hubs in northern Chile, designed to provide grid flexibility and support industrial electrification.
The Luz Antofagasta project represents a new dimension to Grenergy’s Chilean operations by extending energy access to off-grid populations rather than focusing solely on utility-scale generation and storage assets. The pilot’s results will inform whether the model can be scaled across other regions with similar energy access challenges.
