The incident occurred against a backdrop of scheduled maintenance outages announced by the government in late May 2026. Authorities had planned programmed cuts for May 30-31 and June 6-7 affecting 54 cantons across 15 provinces for preventive maintenance ahead of El Niño-related weather impacts. The maintenance program targeted transmission lines, substations, and primary feeders within the National Interconnected System, with interruptions limited to four hours maximum.
The scheduled interventions formed part of a broader infrastructure strengthening strategy following Ecuador’s 2023-2024 energy crisis, when the country experienced prolonged blackouts linked to hydroelectric generation problems, drought conditions, and operational limitations. The maintenance program included transformer servicing, support structure inspections, electrical corridor clearing, and component replacement for equipment reaching end of service life.
CELEC operates as a state holding company responsible for electricity service provision under principles including obligatory supply, universality, accessibility, regularity, continuity, and quality.
